Legislative Description: Relates to the construction of wind energy facilities in certain historic districts; requires finding by commissioner of no adverse impact on such historic district or mitigation of such impact.

Cowboy Notes: Prohibits installation of wind turbines in historic districts, unless impact mitigated. Sounds like a good idea, but it's a troublesome precedent that would make it harder to put turbines up.
This bill exists because Senator Seward of Schoharie doesn't want turbines put up in his district, along Route 20/Cherry Valley for one reason or another -- see also S3704. Environmentalists hate it, and the Assembly will never go for it. 114
