No Turbines in Historic Districts (S.3073)

Legislative Description: Relates to the construction of wind energy facilities in certain historic districts; requires finding by commissioner of no adverse impact on such historic district or mitigation of such impact.

Sponsorship:

Cowboy Notes: Prohibits installation of wind turbines in historic districts, unless impact mitigated. Sounds like a good idea, but it's a troublesome precedent that would make it harder to put turbines up.

This bill exists because Senator Seward of Schoharie doesn't want turbines put up in his district, along Route 20/Cherry Valley for one reason or another -- see also S3704. Environmentalists hate it, and the Assembly will never go for it. 114

Legislative Description: Prohibits construction of wind energy production facilities near a certain portion of the route twenty byway.

Cowboy Notes: Prohibits installation of wind turbines near Route 20 / Cherry Valley as a constituent of Senator Stewart doesn't want this. The legislature should not be involved in sitting wind turbines at this level -- let the SERQA process resolve whether or not it's appropriate for this area. Environmentalists hate it, and the Assembly will never go for it. 114
